The position "HIC Regional coordinator" has no fundament in the constitution. This function formally does not exist.
Anybody can be a coordinator within a specific project or for a specific task, even in a specific territory, either by a delegation of that task by the GS as a part of her day-to-day business, or by an appointment of the board.
This function always is temporary and a task on behalf of the global coalition.
