The day-to-day spokesperson of HIC is the General Secretary. For specific cases, issues, tasks the board can give a specific mandate for acting as a spokesperson to a member of the board, for instance the president. The coordinator or other functionaries of a Committee can even have a specific mandate if this defined in the Plan of Action approved by the Board. Similar with Focal Points, thematic Reference Cent.res and Working Groups
