In charge of the Focal Points and Networks Coordination
- contact with members and friends
- promote HIC membership
- define if a member or a friend is active or not, according to a criterion jointly defined with General Secretariat
- endorse the application corresponding to their structure
- collect information and data about members and friends (activities, participation in Working Groups, publications and contact information) and inform the GS
- collect documents about members (publications and official documents) and provide GS with these

- There are seven Regional Focal Points (RFP)
- They coordinate HIC activities in their region
- They are hosted by NGO´s which may have independent agendas from that of HIC

- promote, facilitate, manage and co-ordinate activities carried out in the approved region
- operate in accordance with mechanisms that each region establishes in co-ordination with the Board, the Committees, and the Working Groups
Tasks and mandates of the Focal Points should clearly be defined in letters of understanding between the global bodies and the Focal Point. They should have a workplan /programme and report about results to the board or GA.
In any case the Focal Points are temporary and not for ever and they act as delegates of HIC global within the limits of the given mandates.
In a review of the constitution the Focal Points should be replaced by associations of HIC members i a region, which elect their own coordination and representation to the global HIC board.
